An exhaustive overview of the laws governing film certification and their genesis was provided to the participants. While discussing the provisions of the Cinematograph Act, 1952 (Act) and Cinematograph (Certification) Rules, 1983 (Rules), the participants were given familiarised with: (a) important concepts under the Act & Rules and interpretations thereof; (b) the contours of censorship as delineated by the Act and judgments passed by the courts; (c) functions of Central Board of Film Certification (CBFC) and Film Certification Appellate Tribunal; (d) the archaic nature/structure of CBFC and the need for reform; (e) process of film certification; (f) categories of certificates provided under the Act and relevance thereof; (g) permissibility of and restrictions on ‘recertification’ of a film; and, (h) legal issues at the time of exhibition of film. Further, a comparative analysis between CBFC and the content regulator in UK was presented to the participants.
